Questions for the City Manager Candidates

(1) What are the pros and cons of doing a police management study? Have you ever directed an outside study of an agency before?


Police departments have traditionally operated with high levels of autonomy, largely due to their specialized function and training of their members.  The city, however, is responsible for the actions taken by its police department.

2) How do you ensure that the department is adhering to "best practices" in the provision of law enforcement services?

3) What management tools would you employ to identify shortcomings in the provision of law enforcement services?

4) What metrics would you employ to determine the quality of law enforcement services?

5) How would you define the relationship of the police chief to the city manager? 

6) what is the City Council's role in policing under the city manager form of government?

The police department is relatively small and has experienced relatively high levels of personnel turnover.  We have had, in the past, a small pool of experienced and qualified applicants.

7) What actions would you take to increase personnel stability?

8) How would you go about recruiting qualified personnel for police officer positions?
